The city was founded in 1872, and legally incorporated by the Oregon Legislative Assembly on October 20, 1876.[7] The city takes its name from William L. Halsey, who was at the time vice-president of Oregon & California Railroad.

As of the census[3] of 2010, there were 904 people, 305 households, and 244 families residing in the city. The population density was 1,614.3 inhabitants per square mile (623.3/km2). There were 334 housing units at an average density of 596.4 per square mile (230.3/km2). The racial makeup of the city was 94.4% White, 0.3% African American, 0.6% Native American, 0.6% Asian, 0.1% Pacific Islander, 0.4% from other races, and 3.7% from two or more races.
